  • Empire State Development has set up a web portal and FAQ page for individuals and businesses with business-related COVID -19 issues and questions on this website with all COVID-19. Current 03.20.20

  • Many businesses and organizations have expressed a desire to support New York State as it responds to the virus outbreak.  Individuals or groups looking to volunteer or contribute to the 
    State's effort should contact the Governor's Office at covid19assistance@exec.ny.gov  Current 03.20.20

  • The Shared Work Program can provide an alternative to laying off employeees during business downturns by allowing workers to work a reduced work schedule and collect partial unemployment insurance benefits for up to 26 weeks.  Instead of cutting staff, you are able to reduce the number of hours of all employees or just a certain group.  Current 03.20.20

  • The Small Business Administration (SBA) has approved a statewide disaster declaration for New York.  Eligible small businesses may now apply for SBA Economic Injury Disaster Loans (EIDL) online at https://disasterloan.sba.gov/ela   Please click here for a fact sheet with information about the declaration and requirements. Current 03.20.20 (Note: Up to 4 weeks processing) Current 03.27.20


  • Small Business Paycheck Protection Program: provides small businesses with funds to pay up to 8 weeks for payroll costs including benefits.  Funds can also be used to pay interest on mortgages, rent, and utilities. Apply Quickly as Funding is Capped!! Current 04.01.20

  • Struggling Financially? Contact the financial instution that you currently bank with.  Your financial institution may be able to offer a 0% interest loan that can cover your financial needs for the short term OR they can help you access an Express Bridge Loan (EBL) .  The EBL Pilot Program is designed to supplement the SBA's direct disaster loan capabilities and authorizes SBA Express Lenders to provide expedited SBA-guaranteed bridge loan financing on an emergency basis in amounts up to $25,000 for disaster-related purposes to small businesses located in communities affected by Presidentially-declared disasters while those small businesses appy for and await long-term financing.  For more information: EBL Pilot Program  Current 03.27.20

New Information

Attention all Southern Tier Businesses:
CHANGES IN THE LABOR LAW - Wage Theft Prevention Act (WTPA) Notice of Rates of Pay and Regular Payday
Effective April 9, 2011 Section 195.1 of the Labor Law, requires all employers, other than governmental agencies, to give employees at the time of hire (before work is performed) and on or before February 1st of each year, notice of the following:
  1. The employee's rate or rates of pay;
  2. The overtime rate of pay, if the employee is subject to overtime regulations;
  3. The basis of wage payment (per hour, per shift, per week, piece rate, commission, etc.)
  4. Any allowances the employer intends to claim as part of the minimum wage including tip, meal, and lodging allowances;
  5. The regular pay day;
  6. The employer's name and any names under which the employer does business (DBA);
  7. The physical address of the employer's main office or principal place of business and, if different, the employer's mailing address;
  8. The employer's telephone number.
