In 1982-83, the federally mandated Job Training Partnership Act (JTPA) was signed into law. With an emphasis on training, the JTPA monies were overseen locally by the Private Industry Council (PIC). When the JTPA funding was replaced by the Workforce Investment Act of 1998, PIC evolved into the CSS Workforce New York System. Our mission now encompasses the entire system of workforce development efforts including career exploration, job-employee matching tools, training, human resource consulting, etc. In partnership with service providers, educators, employers, and others in the workforce development system, we administer the funds now available through the Workforce Investment Act of 1998.
