Chemung Schuyler Steuben Workforce New York Youth Council Operating Policies
1. Meetings will be held the second Tuesday of each month from 9:00 am to 10:30 am unless scheduled otherwise. The meeting schedule may omit December, April, July and August.
2. Meeting locations will rotate among members. The meeting host is responsible for making room arrangements, providing light refreshments and directional maps to their location.
3. Members may be recommended by current Youth Council members, members of the Chemung Schuyler Steuben (CSS) Workforce New York Board of Directors and chief elected officials from each county. The chief elected official of the representative county makes the final appointment.
4. Members will be appointed for three-year terms alternating 1/3rd membership each year. Young adult members are appointed for one-year renewable terms. Once a young adult member reaches his/her 22nd birthday, he/she may serve as an adult member on a three-year term starting the next full membership year.
5. Attendance Policy:
  • Regular attendance is expected.
  • Any member with three consecutive absences without a good reason will be expected to resign.
  • Proxies require approval from the Youth Council chairperson and the executive director of CSS Workforce New York.
6. Decision-making Processes:
  • Agenda items requiring Workforce New York board action (funding, etc.) will be decided through a formal voting process.
  • Any agency involved in a possible conflict of interest situation must abstain from a vote.
  • A quorum equals 51% of the membership.
  • All members have full voting rights for the Youth Council and non-voting status on the Workforce New York board.
  • General operating decisions will be made through consensus of the membership.
7. Official minutes will be recorded and kept on file in the Workforce New York Office and the office of the current Youth Council Chairperson.
  • All minutes will be forwarded to the Structure Committee and the full board.
  • Each member will receive a copy of the minutes following each monthly meeting.
8. The full board or the Executive Committee in lieu of the board, must approve all funding recommendations and new program design.
9. Funded program operators or their designee shall be ad hoc (non-voting) members to the Youth Council
