The Youth Council serves as Chemung Schuyler Steuben (CSS) Workforce New York's architect for a comprehensive workforce delivery system for youth in the tri-county area. The Youth Council:

- Completes a resource map of available youth service in the area;
- Develops a coordinated youth policy;
- Strengthens linkages between existing local youth services;
- Develops the youth portion of the workforce plan;
- Recommends youth service providers to the Workforce New York Board; and
- Oversees youth service providers.

Youth Council Member Responsibilities
|
|
- Believe in and actively work toward the implementation of the vision and guiding principles.
- Advocate for all youth first and the member's individual organization/program second.
- Accept assignments from the chairperson of the CSS Youth Council and CSS Workforce New York Board consistent with the goals of the local plan.
- Assist in the design and delivery of youth programming activities under the federal Workforce Investment Act of 1998.
- Assist in the development of local youth programming policy.
- Assist in broadening the youth employment and training focus to incorporate a youth development perspective.
- Assist in the collection and analysis of data pertaining to youth employment, education and development activities in the tri-county area.
- Work toward the creation of strong linkages among partners to maximize resources, create a continuum of service interventions and work to leverage funds to ensure appropriate activities and services are available to all youth.
- Actively participate in work groups and regularly attend Youth Council meetings.
- Communicate information back to representative groups.
