CSS Job Squad is all about making sure that you and your peers have the knowledge, skills and opportunities necessary for life-long success. We've done this by designing a single, comprehensive workforce development system available to all young adults in the Chemung-Schuyler-Steuben region.

As of July 2001, CSS Job Squad was operating four comprehensive, year-round programs for young adults as defined by the Workforce Investment Act of 1998. Approximately 448 individuals will be served under these programs. All funded programs involve multiple community agency partners delivering services to young adults.

The Youth Council, the "behind the scenes" architect of CSS Job Squad, was created in 1999 using the School-to-Work implementation team as its foundation. It functions under the authority of the Chemung Schuyler Steuben (CSS) Workforce New York Board of Directors as an autonomous entity creating policy, overseeing funding, managing programming and hiring staff. It must report to the Board of Directors for approval on all fiscal matters, and is governed by its bylaws.

There are 30 to 35 Youth Council members who represent local businesses, agency providers, and young adults. Members are appointed for three-year terms with one third of the Council appointed each year. The membership distribution by county is: 20% Schuyler County, 40% Steuben County and 40% Chemung County.
