Selection Process for Youth Council Management
The Chemung Schuyler Steuben Workforce New York Youth Council is responsible for selecting the Youth Council management sub-recipient. The management sub-recipient shall be responsible for administrative oversight of all Youth Council staff and funded programs. The contract period shall be for three years, with a renewal application due prior to the third year for continuation into another cycle.

In order for an organization to qualify to provide management services to CSS Workforce New York Youth Council, the applicant must meet the following criteria:
  • Ability to deliver oversight services across all three counties – Chemung, Schuyler, Steuben
  • Non-program provider
  • History of successful management experience
  • Able to provided appropriate staffing to oversee youth programs
  • Extensive experience working with youth and youth-related programming
  • Appropriate database resources to assist program providers with follow-up services
  • Fiscal capability to provide management services on a reimbursement only level
Application Process:
  1. CSS Workforce New York advertises the opportunity in its Career Centers and the local media
  2. Interested parties submit an application to CSS Workforce New York
  3. Applications are reviewed by CSS Youth Council
  4. Youth Council sends recommendation for approval to CSS Workforce New York Board
  5. CSS Workforce New York Board has final approval
  6. Applicant signs Memorandum of Understanding with CSS Workforce New York to deliver administrative oversight services for all Youth Council programs.
